Team Código Sereno is a multidisciplinary collective of innovators from IIT Madras united by one mission: to modernize India’s civic systems through intelligent automation. Their belief is simple yet powerful—governance should be as responsive as the citizens it serves.

In a nation where municipal systems receive thousands of complaints daily but resolve far fewer, Team Código Sereno is redefining civic engagement. At Zero to One Hack with Uttar Pradesh, under the Agentic AI Founders Hackathon by Chandigarh University, the team introduced CityFix Agent—a platform designed not just to record complaints, but to autonomously resolve them.

What are they building

CityFix Agent is India’s first autonomous multi-agent AI system for end-to-end urban governance. It transforms the traditional complaint registration model into a proactive, intelligent framework capable of managing every step—from intake to escalation—without manual intervention.

At its core lies a three-agent AI architecture that ensures speed, precision, and accountability across the civic workflow:

Classification Agent: Uses multimodal AI (text, image, and voice) to automatically categorize complaints under the correct department with over 95% accuracy using Google Gemini 1.5 Pro.
Deduplication Agent: Detects and merges identical or overlapping issues via semantic embeddings, enabling pattern recognition and resource-efficient resolution.
Escalation Agent: Dynamically prioritizes complaints based on urgency, context, and geography—auto-escalating cases in critical areas like schools or hospitals if response deadlines are missed.

Citizens receive real-time updates through SMS or WhatsApp in their preferred language, while municipal officers access a live analytics dashboard tracking performance metrics, response times, and civic engagement levels.

Why are they building or to solve what?

India’s urban governance systems are complex and fragmented. Traditional civic portals log complaints but rarely ensure accountability or closure. Citizens often lose faith in the process—not because governments don’t care, but because the systems lack automation and follow-through.

CityFix Agent changes that dynamic by introducing AI-driven resolution intelligence. It doesn’t stop at complaint registration—it follows through, tracks progress, and ensures transparency at every stage.

Through AI reasoning and multilingual communication, citizens can report issues in any language, while the system intelligently routes, verifies, and manages them autonomously. Civic officers gain access to actionable data insights, allowing departments to move from reactive problem-solving to predictive governance.
